agree with you guys that 2nd one look spammy but my question was is better to use
    Code:
    <a href="domain.ltd">mykeyword, city</a>
    or
    Code:
    <p> mykeyword city - <a href="domain.ltd">domain.ltd</a></p>
my question is in 2 part 1st type how to use anchor inside the a tag better or out side in the same tag
like inside p tag or div

for better local seo is to use the anchor & city or without the city
    thanks

i recommend do huge diversity. then also good number of links with , sitename.com , http://www.domain.com . then use few powerful links with ur anchor text.
