Hello, I have a little problem, let me put you in situation.

I have two domains:
domain1.com and domain2.com

Both share the same or very similar content, and domain1 is currently indexed in google and CANNOT BE UNINDEXED (due to bureaucratic issues).
Domain 2 has to get indexed this week (due to bureaucratic issues as well), but domain 1 cannot be deindexed and they share more than 80% of the content.

They ask that if a person clicks on a url of domain 1, it has to take him to the equivalent page of domain 2.

So you have to redirect from domain 1 to domain 2 url by url.

My question is, if I redirect from domain 1 to domain 2 it eliminates any possibility of duplicity in content, and if I click on a url of domain 1 it will take me to domain 2? Or what other ways are there to approach this?

Simply redirect with the 301 redirection if you want to pass link juice or use the 307 redirection if you just want to redirect without passing any link juice.

I may not have understood your full problem but let me know if this sorts out your problem.
 
I think you've got the answer already, and just require some reassurance if your idea is right. Fine to do the 301 redirect from domain 1 to domain 2. What you are doing is saying google you've moved Domain 1 to a new one. Make sure the content and url remains the same in domain 2.
