I wouldn't say that, I'd prefer an elegant solution over a simple one or complex one. In most cases, complex solutions the make sense could be "redesigned" to be elegant, and that it what makes them scalable as well.
On the other hand, I'm not a genius, so...

Yeah I notice a lot of people do that, is always better explained or talk normal not to complicated words the idea at the end is to talk share knowledge keep it simple is always a more enjoyable reading and conversation.

NASA engineers after realizing they're wasting their lifetime making complex calculations instead of building a simple rocket with some steel,

Jokes aside, not everything could be simple,
Everything is simple relatively, some stuff can't be simple for the human no matter how you try to simplify it,
The quote fits very well for majority of stuff probably, people are using it to manipulate others for whatever reasons they'd like
