An accurate bulking fake PR tool?

I have SB, but most of the results are "Nocache" when i use their fake PR add-on and I'm not sure why.

I have tried around 10-20 different tools now, and i don't think any of them is reliable. They tell different things or can't show any result.

Do you know a real and accurate tool? A paid service would also be good.
