"american SEO" for german sides

Hey guys.

I just wanted to ask, if it is possible to build sides in another language like german or french or spanish and then rank them with all those seomethods like bookmarking or web2.0 or high pr backlinks, etc although everything is in english and the side the links point to is in lets say german? Or do I have to find german sides for all that backlinking?

If so, does anybody have links for german sides I can get backlinks for like german high pr edu blogs, german bookmarking services, german article directories etc?

What you mean with "sides?"?

I think s/he means sites.

i mean do a search but honestly if you are looking for legit backlinks search with the top level domain you are trying to get links and in your niche. That is the right way to go about it.
