I searched around a little bit about this, but couldn't find an answer.

Is it against any rules to manage other people's amazon associate accounts?

I dont think thats directly addressed in their TOS, you should contact them and ask them.

I would imagine it would be alright as long as the site they are getting clicks from is owned by the same person who's Amazon account it is.
