Amazon Buyer Accounts Keep Getting Suspended

I want to create amazon USA buyer accounts , im using MLA with US IPN, and im using a unique phone number, email and VCC to create the accounts. Every time i create the accounts, as soon as i make a small purchase $15-$20, the order goes through ad the 20-30 mins later my account is 'temporarily suspended' by Amazon asking for me to upload a billing statement. I upload the billing statement but Amazon always comes back via email and says the document couldnt be verified (even though it contains all the info they asked for).

Any advice on what im doing wrong, or what i could do better to successfully create Amazon accounts i can make purchases from?

Have the same problem. Anything would be in help?
