Is it okay if I add a page link on the bottom of my homepage? I've seen people putting it outfront in the header. I don't have that ability in my theme, is it okay if I link it below next to my privacy policy, in the footer?

Yes, you can add it to footer and it's okay.

Provided it is visible and easy to find, you should be fine.

I have mine in the about/contact section. Does it have to be on every page?

I would advise against it, but you can. Anything in the footer is almost never clicked. Im happy with action below the fold. Best way would be in content, inside an article or sidebar.

    Cheers,
