What do you mean fully approved?
How in the world did you track those 15 sales when you are not even approved?

anyone can sign up to amazon affiliate and promote amazon. When you make sales amazon will review the website, if it follows their tos and then only they will fully approve the account. Without the approval i don’t have access to product api keys.
On their website it states that affiliates should make 3 sales with in last 180 days to access the API.
