If the previous account was closed negatively, I wouldn't try it again under the same account details.

I think they closed it since I didn't generate any sales from it due to busy schedule.

If you haven't done anything wrong like spamming links etc will be fine, closed because account was dormant.

If they emailed you without saying these "Any other accounts you have or may open in the future may be closed and you will not receive any advertising fees" then you're okay to apply for a new one.

If you haven't generated any sales for 180 days from signing up I think they close the account for dormancy but you can just reapply and you'll get accepted and have another 180 days to at least make a first sale.

Get that one first sale and you're good to go, to infinity and beyond!
