Can I use 2 different featured images for the same post? One version to be shown in the article itself where another one will be shown in the homepage.

Personally, I prefer to use The SEO Framework. It's free, lightweight and all essential features are available.

How many plugins is it recommended for a simple blog?

There is no hard-limit, but try to keep the number of installed plugins as low as possible.
 
Whats the most lightweight easy way to set up Wordpress on a local environment for development and testing? I used AMPPS which worked well but now the free version doesn't have wordpress.
XAMPP didn't want to work at all.

Actually, I am using this for all my local test environments. What exactly does not work for you?

I think it's mostly UAC problems. I'll give it another shot. In reality I'm really looking for something like portable Wordpress where I can experiment at will without fighting UAC etc :D

I have made a site specific plugin to manage theme updates and maintain function php modifications, but now i am not able to make any changes vI this plug-in, i am trying to manually change wp login screen backgrounds but its showing error 300.

what is your go-to theme and website builder?

It depends on your niche + target of using WordPress.

My default setup would be GeneratePress + LiteSpeed Caching + Perfmatters.

And for website builder, I try to use https://oxygenbuilder.com/ as much as possible.

I will soon start building a site for a professional association/register.
Each member will have its profile. Nothing fancy, just name, city, and a picture.
Profiles will be created and managed by the admin. No need to give members editing permissions.
Regular users must be able to search and filter members by name and city.
What plugin would you recommend to do that?
In theory, I could do that with WooCommerce by creating a "fake" product for each member, but that's not the optimal solution.
If you have any better idea, I'm open to suggestions. :)
