Can I just get a phone and some simcards. Create Twitter profiles. Restart phone with new SIM card. Add them to Twitterdub. Then run everything through vpn and the program?
Am I right?

Not so easy. Although twitter is less strict in those terms, im pretty sure they have a limit per device. And mobile phones are very easy to identify.

No, IP definitely does not change, and IMEI and some other unique variables used for identification also remain
