Am I not ranking because I often do structural changes?

Structural changes like category slug edit etc... i think im not ranking becuz of this because i sometimes do this and then I drop. I try to not do them but when I see no progress then i do this thinking that it will help. Ill try to not change anything from now on.
PS, i know i have to make links and publish content, i do this

As long as you are adding, I don't think it would create a problem. I would just finish everything that you are working on and the request a spider crawl (Indexing).

You can try doing these 3 things:

1. Use an updated sitemap which is submitted to Google Search Console.
2. Make sure whenever you change the URL, the old URL is redirected to the new URL.
3. Check in Google Search Console to see if the new URL hasn't been indexed yet. If not, submit it manually.

don't change categories and structure once the slug is made. You need to work on off-page in future or all of your efforts will go in vain if you change it.
