If you find someone who believes in the quality of your product/service and wants to JV with you I don't see why not. Hit up the JV section and propose this.

Imagine if someone has all this , why would he or she risks all this to earn 20 % commission of a noob who has no history on bhw.
I think most of the above conditions are there to ensure that bst section provides only high quality services.
Spend more time on BHW and earn money and knowledge then you can start your own BST section.
