am having issues finding a ads network as a publisher

hello i am running a proxy website where users have access to short term residential isp proxy am currently having issues finding a ads network that i can use on the website its actually running already i just put a google ads test vast url its actually a system where users watch ads to earn credit to unlock those peoxies but it seems that some network dont like that kind of niche and some network that offer rewarded ads dont have a register page they only want you to message them via email and they will still not reply please i need help.

i really dont understand what you mean

Most big ad networks don’t like incentivized traffic like that so you might need to look at smaller push or pop networks instead.
