Hello, I'm having a trouble trying to find a solution for my needs. Basically what I need is to let my users (of my site) have the possibility to get people phone numbers. I will need to request phone numbers of neighbors from 3 different places on USA (based on ZIP CODE) per day. Something similar to neighbors dot whitepages dot com. The reason why I'm not using Whitepages is that it's a free service for personal purpose only and I need it for a commercial project. I won't resell the database, the only I need is some phone numbers of certain people near an area. This information would be available for the Premium users of my site.
I would like to know if this should be possible and where I can get this service.

About the information, in some cases, it would be used to make phone calls to this people for a marketing campaign. Is this illegal? As I don't want any legal trouble.

    Thank you so much !

If that's enough to stop you in your tracks you might want to leave BHW :p.

Seems like you are reselling the database ( to your "premium" members ).

Which part are you questioning the legality of? The harvesting of White Pages or the marketing campaign calls? The first one ( harvesting White Pages ) you won't get "caught" by any means ( but also you don't need to tell where you get your data from ) , with services like that ( White Pages, Manta, Google, etc ) it's all a cat and mouse game, you'll scrape until you get blacklisted, you change your IP or you bust the Captcha, and repeat. Would they prefer you not scrape their data, well of course.

If you want to get the data the legal way then you need to look into something like InfoUSA where you can buy consumer leads, then you need to sort the zip codes, but of course that cost money for the leads and money for the programming. If you don't want to do the paid way, then put on your big boy pants and scrape White Pages :D.

Thanks for your fast replies. I do not have problem at all to scrape data from Whitepages dot com. My main concern is that in a supposed legal trouble I won't have any legal way to show how I got all that information. I won't be selling the databases (literally), I'll be adding a feature to my site showing my users different phone numbers and users that may be interested in their service. (for marketing purposes). I mean, the main functionallity of my site won't be resell databases... I would like to add this as an additional feature.
That's the main concern, in a lawsuit I won't have any way to show how I got all that information.
I'm also not sure if showing this information (public) on my site would be illegal. (taking into account that would be for marketing purposes). The marketing campaign calls would be done by the users of my site.

    Thank you.!

If you're scraping publicly available data, then you can make that data available as a resource. Google does it with their Knowledge Graph, and there are certainly ads on that page so they are using scraped data to make money.

What I would be careful of is scraping data that is protected by copyright. As far as I know, phone numbers are not copyright and are in the public domain. You may want to research this a bit further though.
