Mate, no offense but you're an idiot. Why in the hell would yo spend money on tools when you don't have a purpose for them. It's like buying a lawn mover before having a lawn in the first place. Tools should be bought when you have a plan and you reach the conclusion that the tools are going to help you fulfill your plan, not before hoping they will come in handy at some point.
Second, you probably don't know how to use them, though you say you do. I say this because though I don't think any of the tools available on the market right now are great, they are still usable and can help you with SEO. If you would know how to use them you would use them for your own sites first of all. After all nothing beats the passive income your own sites generates. Only after that it makes sense to sell services for extra money, though personally I would never waste my time with clients.
Considering I am full of shit and I don't know what the fuck i am talking about and you do indeed know how to use them, you can find clients very very easy. You just have to put some effort into it.
Make a list of forums where people with sites go to - IM related, web development related, design related, etc. Find a software that can mass-PM on them or build your own bot. Build a throwaway site with a page listing your services, why you're great, what you can deliver. Just like a sales page but make it less obvious that it is a sales page. Build another page where you offer your services for free, something like "Sign-up and you can get my Platinum Link Building package for free". Mass-PM people to your "free services" page and after you get a ton of subscribers pick a random one and make him the winner, doing some blasts/whatever for him as per your best package. Now you have a big list of people interested in what you have to offer, you just email them with "This guy just got to #1 spot for his keyword" where you tell him how you helped that winner of your giveaway to get on #1 or whatever spot you got him to, or if he's not ranking yet you tell them what you did for him and that this will help a ton. Do this only if you can fucking deliver and put your money where your mouth is. Nobody likes idiots who say they can do something and then don't deliver shit. Considering you can actually deliver, tell them what you can offer to them and explain to them why the cost of your services is pennies compared to what they get out of it.
You can also make threads with a similar message to the one in the email on those forums. Everybody loves such threads as long as they are good and offer something of quality.
There are people making money with shittier methods and if you can't score money doing this, well... go get a "real" job at McDonalds.
