alexa ranking - small country

hi all, basically I live in a small country called Malta, we have around 450k total population. I want to create a local website (haven't figured out the niche or type yet)

Currently the top local ranking sites, are newspapers turned portals, 1 website the type of buzzfeed / ladbible etc and 1 for listings.. the rest in the top 50 are social network, p0rn etc

the number one rank is ranked over 4k in the world while the number 10 is 15k worldwide.. and number 21 is ranked over 86K worldwide.

( can any1 tell me estimate views per day for 86k worldwide?)

Can anyone give me some ways to create a website, and cheat my way to rank 20+ with fake local traffic? or is it not possible for a small country like mine?

Also if anyone has some sort of idea on what can be a good idea for a small country, rather than creating the generic new portal. The only thing i have in mind is to create a buzzfeed type to compete with the only one like that in my country.

With 450K population, it will be every easy to rank for local keywords:

- Do you have country TLD. if yes, take that one if your target market is only local
- use local server to host (does not matter much though)
- If you are taking global TLD, make sure to change the target country setting from webmaster tool
- Just go for citation and that itself will rank you up. Then build up web 2.0 manually and do some usual work to get some backlinks

Thanks for your reply and help much appreciated man! i have couple questions please:

I bought a domain with the country's name in it.. but it is a global TLD - .com , as it is still going to be in english, so might aswell get all the traffic, that should help the result right?
