Yes, you'd most often have to combine services. There are a couple that do both but I haven't found one of great quality just yet
For the video aspect, you can go with Sora/VEO for realistic content or Midjourney/Hailuo for animated content
For the audio I know many use HeyGen but ElevenLabs is one of the best options too

For short videos, use InVideo AI or HeyGen for full video generation with voiceovers; for voice synthesis alone, ElevenLabs is best. Always edit the AI output with a tool like CapCut to add unique hooks and text to avoid generic, low-retention content.

Now use video editing software to arrange all the clips of video and adding voiceover, effects and filters in your video. You can use camtasia or adobe premier for editing your videos.
