Our client recently spent a lot of budget from their agency advertising account. Every advertising campaign is profitable, but he still complains that he doesn't have many potential customers. I want to find more solutions about potential customers, thank you very much

I think your customers can spend but can't really optimize their campaigns to get the desired lead results.
 
Your client needs to re-optimize his targeting. What niche is he running ads in?

My client regularly changes ad content, but recently ad campaigns are showing very little engagement and leads.

Let's redefine potential customers. Every customer who has made a purchase is a potential customer, try to take care of that customer and turn them into someone who advertises for you to their friends or relatives.
 
You need to analyze your campaign data to optimize your targeting strategy. Also , explore new platforms To expand reach and engagement
 
The cost of running ads will be cheaper when the account used is an agency account. Ads will browse faster, display faster and spend money faster.

Narrow down the audience you want to target, target more accurately the audience. The second way is to show more programs in the content and images in your advertisement to find potential customers.

You can advise them to change their posts regularly to create creativity and curiosity to attract new customers, the posts may change quite a bit.
 
What is their product? What segment are they currently targeting? Is their targeting okay? Try not targeting to see if it brings higher efficiency.
