Which strategy can quickly rank high in search results for targeted keywords?

For example, if you were to choose between buying a new domain or buying an old domain that doesn't have a backlink but is clean?

What other backlink deployment strategies?
How about on page SEO?

A proper On-Page SEO is still relevant with or without a Google Update

Usually, if you want to rank rapidly, you have to build/buy links in a short timeframe,
That could raise spam red flags for the algo, but if you stick to really good links, that will work,
Or simply get a domain that have the authority to do the work
