Affiliating the Traffic itself?

i am looking for paid traffic service that has affiliate program. but i'm looking for something specific:
affiliate program signup should be automated and does not require owning a website
minimum starting price should be around 10$, the cheaper the better
quality doesn't matter, source doesn't matter, quantity matters

PS: i'm not looking for reseller traffic program. just need to get commissions. gonna promote it with emails
