Affiliate with CPA and Revshare

This may seem like a dumb question, but I just started working as an account manager at an affiliate network. We only work with CPA, RevShare or Hybrid Deal . And I have a lot of difficulties in finding partners that only work with those commissions. The web owners and social channels I contact all want a huge upfront payment. Can anyone give me advice pls?
Like where can I find partners that work with these forms of commission . And how to convince them?
