You're going to need something to show proof of traffic. If it is a mailing list that you own, you can always join networks that have mail offers, but they're still going to want to see your list and past campaigns.
Just put up a few articles on blogger and tell them you're planning to write more content and are looking for ways to monetize them. Though you may not be able to get into the big ones like clickbooth etc, you should be able to gain entry into the smaller ones. Build some history with them and then apply based on that to the bigger networks.
I got into my first ones by walking into conferences and chatting up affiliate managers. The only thing they're worried about is that you generate fake leads that dont' make their advertisers any money but you still get paid. If you're able to prove to an AM that you mean business and are not trying to rip off their advertisers, its an easy way in.
