Affiliate Programs not in Maine ?

Hey guys I have a quick question . I tried signing up for Amazons affiliate program and was denied because Maine is one of 13 states enacted a Sales and use Tax click through nexus and affiliate nexus provision . So is it a no go for me on any affiliate program or is this a company by company basis ? Maybe someone with a better knowledge of this type of thing could explain this better to me . Thank you for any help on this matter .
