Affiliate Program withdrawal with WMZ Question

Hello,
my affiliate program have option for withdrawal with WMZ, and since i'm in Europe (West) i would like to know if WebMoney (WMZ) can be use without block of the money once i receive it.
I hear that with Yandex Money you need to go very long process with (notarized document) to be able to use your money.
