Affiliate program that allows incentive usage

Hey guys,

Because there are so much affiliate programs and so many rules i am looking for the right program for my project.

I actually want to reward my users for completing a offer. So in short incentive should be allowed.

Does any one here knows any program that is known for legit don't caring about rewarding your users for completing offers?

I am looking for a guaranteed payout so i'm not talking about any programs that "will look the other way" but those who really accept it on forehand.

Lots of affiliate programs allow incentive offers, you have to look at what each affiliate program has available.

You can usually sort them into incentive and non incentive anyway.
