I would go with Maxbounty or peerfly. they have affiliate managers that will help you to pick a good offer.

If you want to promote digital products, Clickbank. Otherwise, Amazon is the best option. It also depends on how you want to promote their offers.

Don't you need an Amazon approved website before you can become an Amazon affiliate?

Mostly through email
I build an email list through the traffic I get before sending them to the offer.

Yes, you need to have a completed website to get approved. But a completed website is not a 100% guarantee they will accept you. Have at least 8-10 reviews/posts on you website and important pages like 'Privacy Policy' etc.

How about the age of the website.
