I am starting a new service that provides Amazon F B A sellers premium online buying opportunities, also know as OA or online arbitrage, so that they don't spend all of their time sourcing for good deals online, this creates massive value for the F B A sellers and is a no brainer for them. What I need help with is what affiliate program would you use to guarantee that affiliate and JV partners get paid. The service is a continuity model where they will automatically be billed every month. I need a trusted 3rd party affiliate program that will pay the JV/affiliate partner automatically so there is no question of if they will get paid or not. Thanks in Advance

There are really only 2 partners that I'd recommend for this, and that would be JVZoo and ClickBank. JVZoo is cheaper, but ClickBank has more affiliates in it's network. It is really up to you, research both and figure out which one is best for you.
