Are there any affiliate networks that have email submit offers with callback functions i.e a callback function is run when an offer is completed by any user?

Most affiliate networks(like ours) have a postback option in which you can put either an image pixel, s2s server postback or an iframe. These things execute on a completed offer.

Only PPL offering companies do such kind of things because the affiliates get paid only for sign-up.
However some of the MLM programs offers such kind of service
