Affiliate network for Mobile Traffic

I'm sure I read a post some days ago, where there was mentioned a affiliate network that offered $ everything someone installed an advertised app. If I remember right, they mentioned in the thread that you inserted a code to your webpage, and MOBILE users got a popup advert. of an app they can install.. and PC users wouldnt see these popups at all.

Anyone know which affiliate network this is? Any experience with something like this?

I'm having a site which has quite alot of mobile users so this would be great.. Any suggestions is appriciated.. Thanks!
