You can find affiliate marketers that are promoting other affiliate programs and contact them directly, that would be the easiest way.

Get creative. Where would you hang out if you were them? Try to put yourself in their shoes.
What software do they use, where do they go to learn about their craft, what events do they attend, who do they follow that's an authority in their industry ... Do your research, Google is there to help.

If you know who your customers are, then you should know where they hangout. If not, go back and do your homework or read Dotcom Secrets Book by Russell Brunson.

It will be extremely hard to start the affiliate marketing journey without some real budget, but you could maybe try to find some newbies in this area that would be willing to work in the beginning for the exchange of your products.
