can we active adwords safe run with voucher or we must use vouche+vcc?
blank vcc or $5 vcc?

You might want to do some looking around, I've seen a lot of people saying they are getting banned.

That depends on your country, if you're from the U.S all you need is the voucher.
And as for your Adwords account getting banned, you can always open a new one

I had all of my accounts banned at the same time. I feel the only thing they had in common was the coupon source. I also used fake phone numbers. Some of the ads were runnin but. Near end. Do you think google followed up with a phone call. I am in USA

It depends on countries, the activation may cost differently. In any case it is better to activate $5-10 vcc, then the less likely that your account will be banned.
