Adwords vs Express

Hi,
I've been having an issue creating adwords accounts where a few months ago I was able to make them very easily. This only happens when I make a normal adwords account and not an adwords express account. My normal adwords accounts always get suspended for payment after a few days, whereas my adwords express accounts run normally and never get suspended.

All settings are the same for both, I can't see any reason for this.
