Yes, it is normal. It usually take 2-3 working days and because it's weekend, your account is taking a little time otherwise, the campaign starts within 24 hours.

Firstly, make sure that your ad, keywords and all that, your landing page, website all that, the niche. etc are all within Google policies.
Next, if under review, DO NOT make any changes to the campaign .... wait ... it will get approved within 48 hours

What I am saying is that if you do not know the "inner trick", then with E card account will get suspended due to billing issue, soon.
If you know the "inner trick" then account will not get suspended due to billing issue.
Let me give you a hint : Do you know that after adding any card, there is a test charge NOT only while adding a card, there are test charges later as well at random. So, let us suppose you have a card with $1 balance. You add it : test charge success, card added. Test charge amount is refunded after some days, but after adding card, after few hours or next day, another random test charge. But, jeez, the card just had $1, so next test charged failed, account suspended !!!
So, do not say that there are no "inner tricks" or "inner knowledge"
You need to think OUT OF THE BOX : possibilities in everything are ENDLESS.
There are lots of "inner tricks and knowledge" about Adwords.
And, how do I know all that ?
My cousin here in India, works for the (GLOBAL) team of Adwords that does accounts reviews. This team (or set of teams) review accoutns of all countries.
My friend, think out of the box. And do not reject any possibilities, please.

registering for an account. Used a Entropay card to pay, but something went wrong - the account went to review.. the Budget indicated 98 pounds paid 12 for the test and now thinking whether to wait for the ban or ad impressions. What do you say ?

i dont think being under review is a problem many accounts goes live after review ends . by the way keep me updated if anything changed please
