are revolut or wise vcc able to use for threshold?

You will get various different answers pertaining to this. My experience is that revolut, wise, etc cards (virtual cards) are flagged by GAds since almost last 5 to 6 months. In reality, the best possible way you can know is by trying it yourself. Create a GAds account and try adding the cards (virtual cards) that you've mentioned (will take not more than 10 minutes to try) and you will know first hand as to if these work in GAds or not.
On the other hand, there are still some virtual cards that still work in GAds, but then overall account success ratio will be low. In my experience (I do GAds almost 24/7), nowadays adding bank account gives highest account success rate.
Another point to note, no one will openly and freely share with people as to exact details of which payment methods is currently working for them (and lots of members have attested to this fact as well). Why ? Because, then, it tends to get saturated (it is human nature not to harm oneself). On the other hand, yes, we all openly and freely share campaign related tips, etc.

If anyone wants to openly and freely share their currently working payment methods and it's sources, ofcourse please do go ahead and provide FULL AND COMPLETE DETAILS the card bins (1st six digits), the bank's sort codes or routing numbers AND also the exact source of the card / bank account or where exactly you are buying them or how exactly you create them from where ... FULL AND COMPLETE DETAILS.

UPDATE : Today, for retesting, I tried 3 cards of revolut (each a different bin), in GAds : None of them worked.
No sane person in their right mind would reveal working Revolut cards or GAds accounts for that matter.
Those of us who make it work endless days and nights grinding.
No rich parents gave me anything to make it. I did all myself you know?

No, they were abused which led to a ban.
Working if use via Paypal.
So, I may have been right in my initial reply in this thread, that revolut , wise cards have been blacklisted by GAds around since 5 months.
However, I retested those and those are still blacklisted.
That is why nowadays I mostly use bank accounts as payment method and with excellent success. Although there are still many cards as well that still do work in threshold Google Ads accounts.
Thanks for the info. I have absolutely no challenges making threshold Google Ads accounts.
Only reason why I (re)tested revolut & wise cards, is wrt OP's query. I have enough cards, bank accounts that still work quite well for threshold Google Ads accounts.
But, I nowadays mostly use bank accounts in GAds.(sometimes cards as well), with atleast 9 out of 10 accounts going live.

No, they are not blacklisted and will most likely never be. Lots of people use those cards, even for legit accounts. Including me. Theres other reasons for your bans. Imagine how many legit users would be hit if they banned big bank apps like that, not gonna happen.
Ofc & better than ever if you found solutions. Because now threshold approval is hard but buyers are still there so if you can run ads its open market for you with very less competition.

It's not about Payment method only
There's many factors to get an account working
Like @Raj Kesu said, revolut and wise are already blacklisted, and i can add those too in the blacklist "Barter, Monese, Monzo and many more"
When a payment method is shared in public it get burned so fast, why? because there's a lot of people who abuse it by creating hundreds of accts per day using the same bin
Even if you find a working vcc or bank accounts provider, there's still a problem with account setup
Proxies + Gmail + Fingerprints + Campaign setup.....
Wanna succeed in making thresholds account? prepare your self to lose money for tests
