Adwords - Unpaid Balance?

Unpaid balance: If your account has one or more unpaid balances, it may be temporarily suspended.
May somehow google is relating your new accounts with previous one. Make some different move next time.

No, its all about billing, change to different method of billing, and check by yourself.

To what i understand, they are being connected to each other. Because once i made few others with totally different everything, my campaigns got approved straight, all of them
