You promote using the same website again? woudn't the url be rejected since it was associated with previous account that was suspended?

You can try using a different domain name with a cloaker and redirect it to your main one.
Ex: Your website is nichestore.com/product, you buy nichestore.co/product and redirect the 2nd one to main one using a cloaker.

Nope doesn't get rejected. I'm doing it since last 13 accounts.

I think his account just stopped due to overdue payment, not suspended yet, so that he can continue with other accounts
