Adwords suspended account problem

My Adwords account is suspended. I can reactivate my account as a result of the objection. But when I want to create a campaign, I get suspended again. Is there a way to bypass this?

Suspended, you appealed, recativated and again suspended.
You can (re)appeal the suspension once again.
Only when an appeal reply comes saying that an account suspension is final "sorry we will not be reactivating this account", then AFTER that reappealing is of no use.

"Not Eligible" or "Disapproved" status can be fixed by making some change in the ads "Headlines" or "Descriptions" but if account got suspended whatever you do in the ads will not have effects and only manual appeal can fix it if get approved

It's just like what @Trust WorkShop said that if your account got suspended you need to appeal it until the reply said your account will not re-activated

In black campaign it was a standard problem that can arise and need to be fixed overtime with manual appeal to get unsuspended

Thank you everyone. There are no problems with the campaigns I created. As soon as I click the create campaign button, it hangs again. No reviews etc. I tried many different url, video, phone call ads. But the result is still the same. I was using dolphin anty. I'll change that and try again.
