Adwords Question

Hey guys !

I have a question towards Adwords since I am kind of new using this service.

Example, I am selling Youtube Views, I would like to create an adwords campaign to advertise my website.
Today I got a message in my mail that say that my website is violating the Policy, the statement is "Products or services that enable dishonest behavior".

So I understand that I can't promote that kind of content. But can you guys tell me why when I google for example "Buy Youtube Views", there is ads promoting those website ?

I'm getting just one ad. I would imagine it's cloaked, so all ad moderators and google employees are filtered through to something different. At least that's my understanding of how this is done, never done it myself.
 
I see, here I get 3 ads. So whenever google will know about it, they should get strike or something right?

and if I want to do so, I should buy an adword account in case ?
 
Google is always going to be fighting people that are selling fraud on their platform. What I would do if I were you, would be to find more creative copy that doesn't really mention buying YouTube views and have a landing page that doesn't say it as well where you gather leads and then mail them your pricing and so on. You can have your landing page on a totally different domain, so Google doesn't really know what you're advertising and you're still using their AdWords product to make money by abusing their other product. And those leads are going to be valuable anyway.
