adwords quality score question

i have a question with keyword quality score.
let say a same campaign loaded into two new create accounts, one of them get 6/10 or even higher, but another one get just 3/10 with high suggest bidding price..

what makes this happen??
they all loaded with same campaign....

there are several things that matter with regards to QS:
1. First 1000 impressionss - your real QS gets updated after the first 1000 impressions. next, it can either increase or decrease based upon your campaign performance
2. the relevancy of the user's search query to the ad and landing page
3. the landing page itslef
4. the CTR - this parameter affects the QS value most

Now, have you loaded the same data to different accounts, i.e. do you use the same landing page, bid, ad content, countries targeting etc for both campaigns ?

We can create adwords campaign with 2 different accounts? Lol this is new to me.
