and after what @sam.hunt0710 says, as an addition don't use https if your site does not have https i have once fall in the same issues and i find out i have put https instead of http

Check your WP plugins. Google's in-depth scan is picking up some malware somewhere.

I have burned atleast 50 accounts for the testing purpose and after that I got the thing which I have mentioned .

Don't use cloaker before you create ad. Cloaker comes in place after your ad have been approved and ran smoothly for some time

That's good for you, but this has nothing to do with text.
The Google bot is picking up some form of malware either on the landing page itself or through the site crawl. The most common source of this issue is malicious code injected into WordPress plugins.

We have double checked all the files on servers , wordpress , changed from wordpress to HTML sites then also I was getting same .

Alright, so, this is probably caused by some malicious code in your landing page. Since you mentioned using cloaker, as far as I know, you need to paste the PHP code in your landing page or upload the index file.
May be google is able to catch that.
Try changing your cloaker. Or get your campaign approved first, then cloak.

If in case you are using multiple accounts or had multiple accounts suspended in the past, and those accounts have a domain registered on a common name or common hosting, this can still happen. Another scenario is when shared hosting is used which i doubt you'd be using since shared hosting have 1 ip for 1000's of sites and because of any other site on that ip, it can be flagged permanently for malicious code warning.
