adwords listbuilding still possible?

Hey guys,
I got 2 questions.

Question 1:
I wanted to ask if anyone of you is still using ppc adwords to successfully build an email list?
If yes, what are the important factors to take a look at, so google approves you and doesn't ban you?
I know a normal squeeze page doesn't work anymore. But how about giving content and help and ALSO give the option to opt-in for further help?

Listbuilding with adwords must still be possible, so if you have any experiences please tell me.

Question 2:
Which Pay per click networks do you know, that allow normal squeeze pages?

Im currently resraching this too for an upcoming campaign. Any help or discussion here is much appreciated.

Basically if you want a wafo guru style squeeze page, you can get it to stick if the shot involves a physical product, for example a CD. Otherwise, your best bet is a site with registration, twitter clones, fb clones, forums, etc. are all permitted to have "sign up" landers.
