Adwords leadgen> Is this possible?

I overheard there are software that gather a list of companies / persons who are spending money on adwords and how much they are spending. Does anyone know of a service or software that you can recommend that is affordable.
I do need to find out the info based on keywords + geo for example plumber fontana, ca

I do not know how accurate it is, but semrush offers this data in their dashboard. They offer a free trial, but I think you have to put in a cc(?).

I know there are more, but I have only used semrush.
