Is it safe to use the same website from old adwords account that is suspended on a new account but changing the url

when your adwords got suspend, doesn't mean they banned your domain! though, if use more than 3 times! soon or later they will blacklist your domain! but its really rare, unless you promote gambling! for sure your domain will get banned evantually!
