Adwords Keyword searcher

I'm trying to start out in dropshipping, and currently picking a niche, thinking about domains etc.

I've read in a few places about the adwords keyword searcher, but i cant get to it.

when i go to adwords.google /KeywordPlanner
i have to sign in.
i do that, and it wants me to "plan my campaign".
if i put in adwords.google dot com/KeywordPlanner again, it takes me back to login.
i searched on the forum here, and found two links that should have brought up the legacy searcher,
but they do the same thing for me.

Does google want me to pay for advertising before i can search keywords?
