has any one notice that adwords voucher hat given by hostgator must have previous deposit 25 in adwords account is this mean that this amount will be deducted from the voucher for postpaid users

You must pay 25 dollars into the adword account and then use the voucher. So you pay 25, and will have 125 spendable. Google changed this a while back.

even with people who activate there accounts with us billing address
means 5 dollars deducted from voucher

They say this but this is not true.
All you have to do is set your account on post-pay billing, use $40 in credits, apply the voucher then you won't be charged.
Adwords won't bill you until you hit $50 anyway so as long as you put it before it bills you, you can use the voucher.
