Can anybody help and provide tips for creating 2nd adwords account without getting banned?

You need to use different credit cards as payment option. And also different IP addresses of your internet connection. And clear cookies of your internet browser. e.g: IE or Firefox or Chrome.

All you got to do is show Google that you are not the one who they banned. They can trace your IP, Your Computer, Your BIlling Info, Your Email, Your Phone Number, Your credit card number/ bank info.
Just try to get all NEW when you sign up with Adwords.

You can create 2nd account without any hitch but make sure that your previous account is not suspended, else you can create as many you want , i manage lot of account for my clients who fund me then i fund their adwords account but yes all of them are linked with my MCC. Moreover if its suspended then make sure that billing address and web url is not same.
