Having seen it first hand, I'm confident that Google allows advertisers who break their policies if those advertisers are spending a lot with them. Or at least, they will bend the rules for them.
If your spend is low and you're hoping to make things work before scaling then you may well be suspended before you get there, where the guy who is spending tens of thousands per month doing the same thing gets away with it. It sucks, but it's true.

Try contacting their support first and ask what are the full requirements and also ask if you violated some of their regulations. If all else fail, try revcontent

it price per click becouse it on there borders of right and wrong.
AdWords get manually verified very hard to say what to do except accept heigh click payments.
social shootouts might work better being honest.
or pay for a link in the bio of someone in your niche.

Of course social shoutouts would be the best option, but I didn't find the right people doing shoutouts yet...

Rev content is not exactly cheaper. You are lower down in the funnel ( most of the good traffic originating on facebook ) and there is not many targetting options (although they do have interest targetting now).
It requires larger budgets as well. Think of native like super high quality pops. You are pretty much interrupting people who are reading content via an ad image and headline. So your ads need to be good and your ROI's will be smaller.
With that being said, Ive made good money on rev content but this was running nutra free trial offers.
