I don't know if this will help but here's my experience a few months ago with the same issue.

A long-time client had that same problem. Been using Adwords for over 10 years and they sell thousands of products. They switched to a new server and this message come up soon after. I think the Adwords system noticed the change and decided to do a full check or maybe it was just coincidence.

Anyway, the problem was that with so many products, they use pictures wherever they can get them. For a few, they linked directly to a site containing the picture. Seems there was a problem with that site which was the one that was in violation, not my client's. They were guilty by association.

As I said, they have thousands of products (tens of thousands) and some pages are old and have never really changed. How did I find out the exact problem? I called Google Adwords and they told me. It was just a couple of pages where the images were linked directly to that third party site. It was simply old pages that got forgotten. A quick fix of those pages and the campaign was up and running within hours.

Do you have images or links to other sites? You may be guilty by association and you need to remove them.
